Some channels can be but mine wasn't. YT wants original content. You can't get away with reposting content or curating a collection of published content. If you do something like add voiceover or do a personal review on existing published content, that might be a little different. It's all about originality in the end, which is what YT wants to monetize. Hope that makes sense.
