ChatGPT says it's a license that allows individuals or businesses to legally use, modify, and often resell certain content, such as articles, ebooks, software, etc. I like their explanation better than my own, haha. So, you can buy a PLR article, for example, and modify or edit it to make it your own and some types of licenses allow you to resell it, too.
